Levi Stratov is from Latvia and is given the nickname of Latvian Cowboy. He works for Viktor Skobel and is a member of his gang. Levi is an aggressive thug who thinks highly of himself. He and his men steal cars, respray them and then ship them out to Eastern Europe for cash. Inspector Munroe has been watching him for some time, but decides that it's now time to bring him in. Mitch is sent to arrest him and gets involved in a heavy shootout with Levi's men. Eventually Levi is captured and taken back to prison where he is interrogated by Mitch and Munroe. He doesn't tell them anything and when he makes a call to Alexei, Viktor arranges for his immediate release. Munroe tells Mitch and Harvey to follow him and Levi leads them to an abandoned building sight which is owned by the Skobel gang. Mitch and his team go in to rescure Jackie Philips, who is a hostage being held inside by Nadya, who is also torturing her. When Mitch and his team rescue Jackie, they escort her to the outside. On their way however, they run into Levi who begins shooting at Mitch. It is up to the player what happens to Levi. You can either kill him and Mitch will say "It's about time you died", or you can arrest him. The option you pick will not effect the game in any way. If Levi is arrested instead of being killed, then it is likely he would be in prison for a long time.
